Yet that is only true because no time is put forward to plan a project properly to allow for a timely well commissioned and tested solution. Downtime is never what is promised to allow time to do proper PMs or update processes to fix issues yet is still an engineering problem. Another consent decree is probably enevitable unless this re-org changes manufacturing over proper engineering planning and downtime to implement fixed or projects. My bet is on the former."
