"There is a hiearchy of management that seems invisible when dealing with reports and financial projects that need tracking. Decisions made but not justifications to project managers which makes it difficult to manage the programs."

"Keep as many functions (HR, QA/QC, procurement, Accounts Payable/Receivable) at the project level to reduce corporate overhead costs and to maintain the ability to respond in a timely manner to project/client needs."
