The tone at the top with executive management was not sufficient to prevent major deficiencies in awarding and executing construction contracts and procurement practices. They were reluctant to have a formal internal audit function, claiming budgetary issues but audit by city controller's office stated otherwise after my lay-off. HACLA is a HUD funded agency that reflects the governmental bureaucracy."
