Honestly I really wouldn't change a thing. Maybe a little better organization but it was the nature of the projecr, it takes on a life of its own. I'd do it again in heartbeat!
I believe looking at the current economical disaster the City is in, they should look at other options to cut costs. They manage the City's revenue and budget blindly. They seem to spend money on the wrong things and do not reserve proper funding for possible future problems.
3.8This was a ethically challenged organization which made the execution of audits difficult. The tone at the top with executive management was not sufficient to prevent major deficiencies in awarding and executing construction contracts and procurement practices. They were reluctant to have a formal internal audit function, claiming budgetary issues but audit by city controller's office stated otherwise after my lay-off. HACLA is a HUD funded agency that reflects the governmental bureaucracy.
