"This was a ethically challenged organization which made the execution of audits difficult. The tone at the top with executive management was not sufficient to prevent major deficiencies in awarding and executing construction contracts and procurement practices. They were reluctant to have a formal internal audit function, claiming budgetary issues but audit by city controller's office stated otherwise after my lay-off. HACLA is a HUD funded agency that reflects the governmental bureaucracy."
