"I'd ask VP Biden to pick up some of the slack. Being Prez is hard work. But seriously, I'd try to find some way to retain and reward my most skilled and motivated employees. Young managers should be given the opportunity to change jobs every 2 or 3 years to build their skill set and keep things interesting. There should be more internal movement within the government. Pigeon holing individuals into the same mundane tasks for a 30 year career make for a stagnant and dull work place."
