"The appearance is false. There are certain sectors and management groups in the HQ that operate as independent entities using HR as a cover up. They openly suppress talents and deny promotions. contrary to the normal practices in the US, initiative and expertise can be dangerous criteria. Many incompetent managers with shaky credentials promoted as a result of their connections within upper echelons."
