"No one understands the agency's role in the bigger picutre. Consquently, no one knows what to do or why they do what they do. There's little to no strategic management of the enterprise, and most of the energy expended at headquarters is on peripheral activities."
What suggestions do you have for management?
"Operations would be streamlined, an involuntary RIF, not to mention a complete shake-up of the workforce. Too many people are doing work that is not necessary."
