"They have to make sure that there job is secure."

What don't you like about working at City of Portland?

"They do not train or give opportunity to work on other projects and bring contractors from outside. I feel personally that they might get (Would definitely get) bribe from contracting companies On reality, whoever coming to projects through contracting companies are not really competent or they simply would have modified their resumes with the required skill set as per advt 75% of the candidates are false candidates. I do not blame any one else except the management."

What suggestions do you have for management?

"Management should FIRST check internal employees who are having close skill set and can handle new projects. Also, check if they could able to provide short term training Instead of paying huge $s per hour they could simply hire from other departments or internally first. They could hire contractors only if no one is available internally. This is my suggestion. Unfortunately, I haven't seen this kind of atmosphere especially in City of PDX . They simply call contracting companies and hire contractors from them with high hourly rate. This is simply a terrible when there is similar skill employee who already available internally."
