Management should FIRST check internal employees who are having close skill set and can handle new projects. Also, check if they could able to provide short term training Instead of paying huge $s per hour they could simply hire from other departments or internally first. They could hire contractors only if no one is available internally. This is my suggestion. Unfortunately, I haven't seen this kind of atmosphere especially in City of PDX . They simply call contracting companies and hire contractors from them with high hourly rate. This is simply a terrible when there is similar skill employee who already available internally.
4.4The City of Portland is truly a wonderful place to work. The City tries to stay in the forefront on compensation and benefits, while providing well rounded opportunities for those whom are looking for them. The line staff and lower level managers really make this place a wonderful working environment, but City Leadership can be short.
