"Brain and talent drain. Really did not like the contract employee usage. I understood the attractiveness of using purchase services but the overall knowledge drain on the organization was very detrimental."

"Have a longer term focus, and balance the usage of purchase services. Make sure the employees have annual objectives and their compensation is tied to these objectives (performance compensation). Improve fundamentals of the business. Install robust foundation documents and processes to promote systems thinking and process deliverables."
