It is one of America's historically black universities and is also the only public university found in the District of Columbia. The university's history goes back to 1851, where it was founded as the Normal School for Colored Girls. Its original mission was to train African-American women to become teachers. It functioned as a teacher's college until 1977, when it was merged with the Federal City College and the Washington Technical Institute.
