"The town of Pownal is a rural Vermont community of 3500 people. I was the first town administrator. Many employees and citizens are hard-working and caring people. However, there is a core group of individuals who are quite vocal and resist outside people and processes. This is their right, though they also resisted advice, this was distressing and unfortunate."
