Get a clue. Visit some other institutions with similar demographics and see what they are doing. Surround yourselves with smart people, people who are smarter than you are. Spend resources in recruiting quality people and then work to keep them in the institution. Don't be afraid of those who want to take the institution to a different level. Change is inevitable. Just because it's a small institution, you do not have to function 20 years behind the rest of the academic world.
