"Very relaxed pace. Not much influence on academic topics, and not much influence on industry. Management is entirely budget drive, and changes direction frequently. A waste of taxpayers' money."

"Encourage real research instead of delivering meaningless results. Cut down on the bureaucracy."

"The somewhat inflexible system in place that made bringing in new technology difficult."
