"I'm approaching 10 years at ICMA-RC. Many people here have long tenures. This leads to difficulty in moving up, and it also reflects a culture in which managers have little accountability for developing employees and treating them well. Some managers have kingdoms with their own little rules, and I work in one of them, with great difficulty in getting time off. I was chastised for asking to leave no later than 45 minutes after my normal stop time one day a week so that I could take classes towards a degree and was told that there was no way on earth my manager could guarantee anyone's departure time. I wasn't asking to leave early; I was asking to limit potential overtime. In the meantime, she joined every professional society available and left work early twice a week for her degree. It's a horrible place to work."
