The City of Cleveland is the governing body of the largest urban population in northeast Ohio. The city, located on the south shore of Lake Erie, was incorporated in 1814. Through nearly 200 years of boom-and-bust economic cycles, most notably its default under Mayor Dennis Kucinich in the late 1970s, Cleveland has survived with a reputation for being a tough midwestern city.
