"I've worked for this group for over a year and with the organization for almost three years. Most employees are highly intelligent and truly wish to make a difference. Unfortunately, bureaucracy and politics weigh heavily on decisions rather than logic or expertise. Performance is not rewarded as it is in private industry. You must move up through calculated ladder hops. If that is not possible, doing average work and exceptional work leads to the same salary."
