Internal promotion does happen however you pay on average will be 10-20K lower than the employees hired directly from outside. Pay increase for each employee is similar across the board so if you are an internally promoted employee, you'd work 10 more years to get to the same pay as the start pay of someone hired directly from outside. Hence the high turn-over rate.
