"I have a bachelor’s degree in Civil Engineering from Universidad de la Salle in Bogotá, Colombia, and also hold a Master in Business Administration (MBA), a Specialization in Construction Management, and a Specialization in Public Administration. I have more than 18 years of experience working in both the private and the public sectors in Colombia. My professional experience includes working with multilateral development banks in projects such as drinking water infrastructure, rural and urban sanitation and integrated mass transit systems. I have acted as Interim Governor and Lieutenant Governor of Bolivar (in Colombia), Chairman of the Board of Governors of the Universidad de Cartagena and Chairman of the Board of Governors of the Universidad of Bellas Artes. In addition, I have served as a member of the board of directors of organizations such as Fondo Mixto para la Cultura y las Ciencias de Bolívar, Empresa de Desarrollo Urbano de Bolívar (EDURBE), Corporación Autónoma Regional del Canal del Dique (CARDIQUE), Corporación autónoma regional del Sur de Bolívar (CSB), Fondo de Transporte y Transito de Bolívar, and Terminal de Transporte de Cartagena.
