"TER is struggling to adjust to a market that it has worked to shrink. Growth is near zero, and senior management is too risk averse to explore new options. Line and 2nd level Engineering managers receive great latitude/freedom in which to operate, but are frequently required to spend considerable time/effort to justify expenditures. The new regime of bean-counters-in-charge may be appropriate for the maturing market, but it's not the same fantastic engineering company it used to be."
