"To be fair, what I am about to say seems inevitable. This is a very large, state-run entity, employing thousands of staff, much of it union. In such situations, there seems to be high amounts of bureaucracy, apathy, empire-building, and finger-pointing."

"Take note of the voice from below, and hire from within, but do so with caution. Done correctly you will have deep management insight, done improperly and you will have internal cronyism and lethargy."
