"Because of the lack of real project management there is a lot of freedom on the part of all the developers. This breeds an environment of ditching quality for quantity and speed for stability."

What suggestions do you have for management?

"Please institute a management style that not only protects that developers from distraction but from feature creep. They need to be set up to succeed."
