The OAS is the world's oldest regional organization with 35 member states. Its main purposes are to promote democracy, human rights, multidimensional security, and integral development. Over the last few years, the organization has experienced severe financial difficulties that resulted in considerable budget cuts. Management was forced to reorganize and instituted a Reduction in Force (RIF). "The lack of accountability, the slow pace of decisions, the backstabbing, the nepotism"

"Motivate staff by defining clear objectives and making people accountable for achieving them. Eliminating redundancies. Allocate the funds to those units that really deliver and whose mission is key for the Organization as a whole."
