"NYCHA had been a corporation that set standards in the housing and general construction industry nation wide. The strength of the design department and construction management department , were maginalized and such high levels potential think tank had to exit for greener pastures and better capacity. Most of the in house work were traded to consultants whose teams were not as prolific as the NYCHA personnel. As such many personnel thought that the consultants were making too much money for less work which had to be corrected too often."
