The work force was Teamsters and had a court mandated buy out if that plant closed or moved somewhere else. This made it very difficult to hit labor budget each month because of it high labor expense and shrinking volume to produce. Company had made a decision to move 50% of the produce to another plant that was non-union. This led to layoffs and decisions to be made at the Management level on personal."
