Black & Veatch started as a business partnership in 1915 in Missouri. The original partner of Earnest Bateman Black was a man named J.S. Worley. Worley left the partnership in favor of contracting with the government, and Black began to think of who might be able to fill his position. He approached Nathan Thomas Veatch, whom he had met at the University of Kansas. Veatch accepted the proposal for a partnership, and they began working together shortly afterwards. During the first year of operations, the partnership obtained two major contracts. The company has continued working with the government during the preparations for various wars.

The principle civilian business conducted by Black and Veatch were projects related to power and water supplies in the Midwest regions of the United States. They were also involved in railroad design as well as construction. In 1999, the company changed its business formation from the general partnership structure that it had maintained for nearly a century.
