"The Competency Model. It was used as a way to threaten employees instead of helping them develop for their positions. It became common place for managers to rate employees low, so they could later rate them higher and show improvement - even though no development took place."

What suggestions do you have for management?

"Management should treat their staff as valued employees. The market has a tendency to treat employees as expendable. You will retain quality employees if they know they are appreciated."
