However, the IT department's leadership makes it difficult to effect the bottom line in this non profit mentality. The historical personnel aren't necessarily the best for the job, but are promoted into position in which they are not qualified. Systems and processes that have been in place for decades are slow or unable to change. Resiliency and security take a back seat to clinical goals. Teams and departments are siloed and collaboration is almost non existent."
