"The district is hampered by limited funds. In my opinion, the policy (I don't know if it's district or state) of allowing expelled students to return to the district IS LAUGHABLE. It's also near-to-impossible to expel a student, even if s/he is consistently disruptive and choosing to not learn. My biggest disillusionment is with the state of the education system in the U.S. In practice, the primary goal is NOT to educate our youth, but to act as crowd control."
