"Although there are hundreds of jobs at the Corps, it is still the Corps of Engineers. You must understand the basics of engineering decision making and management control."

"No ability to change organizational direction. Regulations administered from many levels, some decades old. Projects take an average of seven to ten years."

"Management never asked for input while I worked there. I don't think they will listen now."
