"The right hand never new what the left hand was doing."

What suggestions do you have for management?

"Upper management needs to work in the field . They do not know how projects work. Offices try to steal projects from other URS offices. They need to work together. They allow clients to persuade them to do thing that are not legal. JUST TO KEEP A CLIENT."
