"Unreasonable distribution of workloads mean some people are massively busy and some are fine, with other departments including people who are bored as they don't have enough."

"I'd organise departments by subject areas, not job areas. That way, people wouldn;t have as many horribly busy periods/ far too quiet periods as everybody would be able to support each other at all times."
