Consultants should be given permanent employment offers after a short evaluation period (not several years). I understand that there is no head-count allocated by corporate, yet there are ample funds for consulting, so mid-level managers must make do. However, executive management needs to see the writing on the wall about what this costs, both monetarily and in terms of inefficiency due to staff changes and losing employees like myself who leave Telcordia for positions with benefits and stability. Permanency also gives employees more ownership of their work and allows for greater teamwork and accountability. The current situation benefits only the staffing agencies. Furthermore, because people now only stay in a job for a year or 2, it no longer makes sense to have the 2-year consulting schedule, anyway.
