Listen to what the employees want. Some want continuing education, others want money, praise, a special schedule or just a job they can count on to be there in 10-20 years. Sometimes the little things (sponsored lunches, Christmas party, Thanksgiving party) can go a long way for improving and maintaining employee moral so don't get rid of them.
