"The attorneys have no supervision or minimum standards for their productivity or behavior. Some are good without any guidance, but others take advantage. Secretary turnover is high. Attorneys can treat secretaries as poorly as they choose and the company is content with hiring new secretaries to replace them when they get fed up and quit instead of addressing attorney behavior. The attorneys have priority over the clients."
