"The salary could be better, promotions are slow and the selections for promotions are not standardized. The agency is undermanned and requires overtime personnel if one person calls in sick or takes vacation."

"Hire the required amount of people. Be honest and objective with promotions, Trust your personnel to do the right thing. Recognize above average work performance."
