Nothing will change as far as making progress on IT initiatives until management replaces the toxic IT VP with someone who cares about people. IT Staff won't stick their necks out to fix anything because they will get yelled at for showing initiative or for showing caution. Its a lose lose senario. Who wants to be yelled at everyday
Your company has a seriously bad rep in the IT community. I only worked with your company because I thought the warnings I got from others before hand couldn't possibly be serious. Fire the current management & set up some structure.
