"As a military contractor, PTP does extremely little as far as the day-to-day operations go. They locate, hire, and pay the contractors, getting a percentage of the costs for the program in exchange for handling administration of the workers. The contract usually changes hands every couple of years and the employees stay, but the company on the contract changes. Hopefully this sets the stage. Since PTP is largely providing an administrative function, how they handle admin is really the only basis they should be judged upon....and to be completely blunt they fail miserably on this front. I'm not convinced the company actually understands the needs of the client or the employees fulfilling the contract they administer. Trying to keep up with PTP's admin rules is difficult at best as that's a constantly moving target. HR keeps referencing the "employee handbook" and their references/rules are not part of the published employee handbook. While it is possible official procedures keep changing, expecting employees to know about undocument/unexpressed changes, much less comply with said changes, is too much to ask. I've had coworkers written up for "improper use" of their company credit card for mundane purchases that comply with either expressed rules or government regulations that would apply to company reimbursement of expenses, even though these are company-issued cards, not government cards. Speaking of reimbursements, PTP only pays for travel twice a month and only 30 days after travel vouchers are submitted, which means that it is common to wait roughly 45 days for reimbursement, although some instructors have had to wait four months! It is important to note that PTP gets reimbursed in a couple business days after they submit all the expenses for the team's trip. I think it telling that at roughly 80 employees PTP has 2 HR staff and an in-house counsel. They definitely seem a bit top-heavy and staffed with too many C-Level family members."
