Human Resources Manager


Responsible for all Human Resource activities for the company including to provide advice, assistance and follow-up on company policies, procedures, safety, OSHA, all related compliance and documentation. Coordinate the resolution of specific policy-related and procedural problems and inquiries. Develops and implements Human Resources plans and personnel procedures and organizes all activities of the Human Resources Department. Maintains job descriptions and compensation programs and participates in administrative staff meetings. Conducts candidate and employee interviews, makes test plans for employees, and professionally judges the suitability of candidates for open roles within the company and assists in selecting those who are appropriate for the organization.  Responsible for hiring and termination of all personnel and all associated interviews and related employment related documentation.

·                     Responsible for all Human Resource activities including employment, compensation, labor relations, benefits, and training and development

·                     Interview job applicants; review application/resume; evaluate applicant skills and make recommendations regarding applicant's qualifications

·                     Prepare and maintain company salary structure, job documentation, and job evaluation systems

·                     Design and conduct new employee orientations

·                     Administer and explain benefits to employees, serve as liaison between employees and insurance carriers

·                     Recommend, develop, and schedule training and development courses

·                     Provide advice, assistance and follow-up on company policies, procedures, and documentation

·                     Coordinate the resolution of specific policy-related and procedural problems

·                     Recommend, develop and responsible to maintain Human Resource databases, electronic employee files, and manual filing systems

·                     Develop and recommend operating policy and procedural improvements

·                     Sustain a professional environment in the office and quickly resolve any dispute that arises among the employees or between the employees and management

·                     Process employment related personnel transactions, update and maintain personnel files for each division

·                     Administer variety of personnel relate policies/programs through application of personnel administration principles, techniques and knowledge of corporate procedures and practices

·                     Coordinate and prepares company sponsored non-manual and/or manual training programs

·                     Responsible to prepare and process all incoming personnel forms and other documents per established procedures, which include verifying completeness of documents

·                     Maintain up-to-date personnel and recruitment source files for management, technical, clerical, and craft employment areas.

·                     Assist in preparing various monthly statistical summaries/reports for management meetings (manpower levels, employee histories for promotion/wage increase requests, etc.)

·                     Responsible for the preparation and maintenance of the Human Resources Key Item Metrics Dashboard and presenting this weekly updated data during the Executive Management Meeting

·                     Coordinate and administer recruiting procedure which includes employment advertising, screening resumes, arranging interviews, and assisting in administering clerical, and craft pre-employment testing.

·                     Provide orientation on company history, benefits, and general policies to newly hired employees

·                     Assist in reviewing employment offers to ensure compliance with wage/salary and personnel policy

·                     Provide the sign-up of new employees, i.e., completion of employment forms, explanation of employee policies, benefits, etc.

·                     Compile and maintain data on applicants and new hires. Preparing, and comply and analyze data and statistics. Prepare required documentation, i.e. reports, applicant flow, terminations, etc.

·                     Review all wage and salary related personnel transactions to ensure compliance with policies and procedures includes preparing statistical analysis of specific groups, researching industry for changes/trends, etc.

·                     Recruit professional, technical, clerical, and craft personnel for assigned area. Administer other general personnel functions as necessary

·                     Develop recruiting sources, screening applicants, assisting department managers in evaluating applicants. Type employment offers for compliance with wage and salary policy, extending formal offers/confirmation of acceptances, etc.

·                     Prepare/assist in preparing various personnel statistical reports, personnel listings, etc..

·                     Provide interpretation of company personnel policies and procedures

·                     Provide technical assistance to field personnel, as required, i.e. explanation of polices, benefits, procedures, etc..

·                     Research, develop and/or update personnel related programs and policies in accordance with project and/or corporate goals

·                     Participate in personnel related training presentations, employee counseling, problem solving or similar activities for training purposes

·                     Develop/assist in developing training program objectives, course content, instructional materials, i.e., manuals, audio/visual slides, etc..

·                     Select/assist in selecting program instructor and participants

·                     Prepare and maintain records of participants' attendance, progress, test evaluations, completion of program, etc..

·                     Provide technical instruction to program participants when necessary

·                     Prepare documentation on training programs

·                     Confers with management to ascertain information regarding work situations requiring preventive, remedial or developmental training needs to employees

·                     Selects and develops teaching aids, such as handbooks manuals, demonstration models and reference works

·                     Conducts general or specialized training sessions covering specified areas, such as those concerned with, employee orientation, safety practices and regulations.

·                     Responsible for Health Benefits Open Enrollment and administration, 401(k) Enrollment and administration

·                     Responsible for Unemployment Benefits administration

·                     Unemployment Audits responsibility

·                     IRS, Child Support, Court Order garnishments responsibility

·                     EEOC (Equal Employment Opportunity) administration and compliance responsibility

·                     Maintain an active weekly plan of visiting job sites to meet with superintendents and employees and address any human resources related concerns first-hand

·                     Harassment training for new hires and refresher training as applicable by State government law and regulations

·                     Drug Policy Training of employees and obtaining signed waivers

·                     End of Year Employee Reviews

·                     “Write-Ups” of employees as part of the disciplinary process

·                     Performance Improvement Plans as part of the disciplinary process

·                     Review and explanation of Human Resources related documents to President and General Managers

·                     Oversee 401(k) funding

·                     Responsible to respond to Employment Lawsuits

·                     Responsible to attend Employment related hearings

·                     Maintain current knowledge of United States Department of Labor Statistics

·                     Responsible for Worker’s Compensation Administration and Re-Employment Transitions Work

·                     Maintains an up-to-date Employment Handbook

·                     Responsible for Policy Updates

·                     Creates and advertises jobs for company job openings as they may be required

·                     Employment Development Department Administration responsibility

·                     Record Keeping of confidential employee related information, written correspondence and email, etc..

·                     Third Party Administration primary point of contact

·                     Company provided benefits primary point of contact

·                     Responsible for maintaining accurate up-to-date posting of State of Michigan and State of Pennsylvania Labor Law Posters in appropriate offices

·                     Employee Training

·                     Manage Accrued Time Off Requests (Approve/Not Approve)

·                     Responsible for information required by Third Party Company hired Accounting Firm

·                     Manage Family & Personal Leave of Absence, Bereavement Requests (Approve/Not Approve)

·                     Maintain current knowledge of State of Michigan and State of Pennsylvania Employment Law

·                     Human Resources Recertification Training

·                     Annual Employee Performance Evaluations

·                     Personnel Records Management

·                     Employee Attendance management and associated record keeping

·                     Educational and experience requirements include: High school business curriculum or equivalent combinations of training and related experience with Knowledge of multiple Human Resource disciplines

·                     Knowledge of federal and state employment and benefit laws, EEO regulations, employment practices, and OSHA regulations

·                     Strong interpersonal and communication skills

·                     Ability to analyze data and provide recommendations

·                     Knowledge of office procedures, filing systems, and data entry, Microsoft word, and Access data base

·                     Working knowledge of corporate policies, procedures, benefits, wage and salary administration, interviewing/employment practices and general personnel functions required

·                     Good interpersonal, communication and organizational skills

·                     Must be able to think analytically and conceptually, proficient in writing and research methods, skilled in interpersonal relations and group dynamics




·                     Ability to read and write in English. 

·                     Able to respond to common inquires or complaints from internal and external customers, regulatory agencies, or members of the business community                                   

·                     Ability to write business correspondence and policies that conform to prescribe style and format
