PQC is currently seeking a Pricing Analyst.
The Proposal Writer will prepare proposals by determining concept, gathering and formatting information, writing drafts, and obtaining approvals.
The Pricing Analyst – Government Contracts will be responsible for developing, analyzing, and managing cost and price proposals in response to U.S. federal government solicitations. This role requires in-depth knowledge of federal pricing structures, including the Service Contract Act (SCA), G&A rates, overhead, profit, and direct labor calculations for time-and-materials, cost-plus fixed fee, and firm-fixed-price task orders. The Pricing Analyst works closely with proposal teams, program managers, HR, and finance to ensure compliant, competitive, and profitable pricing strategies that align with company objectives and government regulations.
Responsibilities:
- Develop and prepare detailed cost proposals and pricing models in response to federal RFPs, RFQs, and task orders.
- Interpret and analyze solicitation requirements, contract types, and government pricing regulations (FAR, DFARS).
- Apply appropriate labor categories, escalation rates, and SCA wage determinations based on geographic location and contract terms.
- Collaborate with HR and recruiting to develop fully burdened labor rates.
- Maintain and validate indirect rate structures (G&A, overhead, fringe) in coordination with the finance team.
- Support pricing for various contract types including FFP, T&M, IDIQ, and CPFF.
- Review RFP pricing instructions and ensure proposals meet compliance and submission requirements.
- Perform price-to-win (PTW) analyses and competitive assessments to guide pricing strategy.
- Create pricing narratives and support pre-award audits, negotiations, and cost justifications.
- Maintain pricing models, historical pricing data, and rate libraries.
- Ensure accurate incorporation of the Service Contract Act and related compliance rules for applicable positions and contracts.
Skills & Competencies:
- Deep knowledge of government pricing practices including indirect rate application (G&A, OH, fringe), SCA requirements, and profit strategies.
- Familiarity with DCAA-compliant pricing and cost structures.
- Advanced Excel skills; experience with cost proposal tools or ERP systems (e.g., SAGE) is a plus.
- Strong analytical and financial modeling skills.
- Excellent attention to detail and the ability to work under tight deadlines.
- Strong written and verbal communication skills for developing pricing narratives and supporting proposal volumes.
- Ability to work cross-functionally with contracts, operations, business development, proposal, and finance teams.
Requirements:
- Bachelor’s degree in Finance, Accounting, Business, or related field.
- 3–5+ years of experience in pricing for federal government contracts.
- Solid understanding of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and cost principles.
Preferred:
- Experience supporting large federal contracts (e.g., GSA Schedules, IDIQs, GWACs, OASIS+, SeaPort, MQS2-NG or agency-specific vehicles).
- Familiarity with cost accounting standards (CAS) and DCAA audit processes.
- Understanding of labor category mapping to government rate schedules.
