HSD is seeking a new temporary Special Projects Strategic Advisor II within the Safe & Thriving Communities (STC) Division.This position will scope and design a model for a new community safety hub for North Seattle, meeting the requirements ofHSD-016-A-2. The Special Projects Strategic Advisor will serve as a project manager for the North Seattle safety hub development effort.

This opportunity is anticipated to last through December 31, 2025. You will be expected to be in the office a minimum of three days a week.

A successful Special Projects Strategic Advisor will build and maintain trusting relationships across diverse stakeholders to advance their various projects. They will coordinate with internal and external teams and must provide clear guidance to reach the desired results. This leader will support the Division’s community safety efforts in North Seattle, will provide policy analysis and recommendations, and support innovative program development. They are committed to racial equity and positive employee experiences. This position reports to the Division Director and is a member of the STC’s management team.

Specific responsibilities for this position include the following:

  • Facilitate discussions to determine needs and highlight solutions for the North Seattle safety hub with both community and elected officials, particularly the Mayor’s Office and City Council.
  • Collaborate across other city departments, tracking how HSD will work with other departments to support community and public safety.
  • Develop a clearly articulated project plan for the North Seattle safety hub.
  • Review violence-related data and identify hot spots with SMEs
  • Assess existing community resources and gaps for the hot spot(s)
  • Engage key stakeholders for input and assist with planning
  • Provide analysis, options, and recommendations, including no cost or leveraged opportunities
  • Act as key advisor to the Division Director, and sometimes Deputy Director and Department Director, making recommendations which help shape significant departmental policies and programs while utilizing a racial, equity and social justice lens as it relates to community safety in North Seattle; in addition, provide support for special projects as needed, including but not limited to efforts to expand services for victims and survivors of gun violence, gender-based violence, and other forms of violence and harm.
  • Identify gaps in victim and survivor support services and articulate clear solutions.
  • Work closely with the Department’s Legislative and External Affairs on communications and messaging for media, community, Mayor’s Office, and/or Council inquiries.
  • Prepare briefing memos, reports and other written communications materials for HSD leadership, the Mayor’s Office and other elected officials, sponsors, advisory councils and other decision makers.
  • Represent the Department in strategic arenas including regularly providing content expertise and policy support to the Mayor’s Office, City Council and other community partners.
  • Facilitate collaboration with both internal HSD partners, such as Contracts and Finance, and external partners, such as the Mayor’s Office, City Council, King County, Public Health, and other funders, for policy development and alignment on high profile community safety work in North Seattle and survivor support policy initiatives.
  • Act on behalf of, and represent priorities and interests of, the Department and serve on a variety of cross -functional, departmental and/or jurisdictional teams.

Minimum Qualifications:

Education: Bachelor's degree in social work, public administration, public policy, human services or related field; or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work.

Experience:

  • 2+ years of experience with planning, strategic development, program development, public policy and/or communications. AND
  • Foundational understanding of institutional and structural racism, in addition to systemic oppression that impact social services. AND
  • Foundational understanding of victimology including the interactions between survivors and the criminal legal system and the social, emotional, and economic impacts of victimization on the individual and communities.

OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.


Desired Qualifications:

  • 3+ year in program planning related to the development or administration community safety service provisions and policy, or human service programs or other work in a related field. Or advanced degree.
  • Strong written and oral communication skills, with demonstrated ability to effectively communicate to and with a diverse range of stakeholders, elected officials and policy makers.
  • Strong understanding of institutional and structural racism, in addition to systemic oppression that impact social services.
  • The ideal candidate holds a deep understanding of intersectionality, the unique experiences of systemic injustice and violence, and the healing needed for community, victims, and people that cause harm.
  • Strong understanding of victimology including the interactions between survivors and the criminal legal system and the social, emotional, and economic impacts of victimization on the individual and communities.
  • Skill in policy, project management, and/or community organizing, including mediating between competing interests across multiple stakeholders.
  • Experience in writing and managing workplans.
  • Knowledge of qualitative and quantitative data collection and analysis.

The full hourly range for this role is: $50.08 - $75.12.
