The Licensing Specialist is responsible for the certification of new and ongoing foster families. The Licensing Specialist ensures adherence to state rules and regulations governing the foster parent licensure, and oversees the facilitation of foster parent application processes to include processing inquires and preparing necessary paperwork. Incumbent also assists with support and training, both initial and ongoing, as well as other foster parent support activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Learns and remains familiar with state rule governing foster parent licensure.
  • Conducts ongoing and annual evaluation of licensed foster families' files to determine suitability to continue to provide foster care.
  • Maintains foster parent files and prepares necessary reports in a timely manner.
  • Maintains ongoing training records for annual certification and assists with annual certification and re-licensing processes as needed.
  • Accepts initial applications and paperwork from prospective foster parents and facilitates the application process.
  • Maintains monthly documentation, statistics, and tracking information.
  • Works with team on quality assurance issues.
  • Participates in recruitment events for potential foster families.
  • Manages foster parent application/checklist process.
  • Handles the process for securing necessary background checks on program applicants.
  • Participates in program administrative staffing.
  • Oversees foster parent support activities, including but not limited to: arranging for rooms, supplies, and announcements for all support and training groups; coordinating foster parent resource library; securing donations of supplies and/or services for foster parents and foster children; assisting with organization of foster parent recognition and retention activities (foster parent appreciation activity; Christmas party; etc.).
  • Participates in training and professional development opportunities.
  • Performs other duties as assigned.
QUALIFICATIONS

  • Broad knowledge of social work practice, human development, and child welfare system; experience preferred.
  • Skills and sensitivity in working with children and families from a variety of cultural and ethnic backgrounds with a variety of problems.
  • Computer skills including Microsoft Word, use of emails, and the completion of computer-based forms.
  • Ability to communicate effectively in oral and written forms.
  • Detail oriented, extensive documentation skills, organized and able to work in a multi-tasked environment.
  • Ability to self-start and work well in a team setting.
  • Skilled at crisis management, problem solving, and mediation.
  • Possesses a valid Colorado driver's license, and is able to travel throughout the agency service areas. Must carry automobile liability insurance at the level of 100,000/300,000/100,000.

EDUCATION and/or EXPERIENCE

Associate's degree (A. A.) or equivalent from two-year college or technical school; or six months to one year of related experience and/or training; or equivalent combination of education and experience.
