Progressive Life Center, Inc. (PLC) provides culturally-sensitivity human services to children, youth and families in the District of Columbia and surrounding Maryland, throughout Greater Philadelphia, and in most of Delaware. PROGRAM OVERVIEW

Foster Care

The Foster Care program provides comprehensive long-term temporary child placement services. Children from birth to twenty-years old are placed in the care of trained and certified families while they heal, adjust, and prepare for a permanent home. While the program collaborates with our loving foster families to ensure that the welfare of each child in our care is the primary concern, the ultimate goal remains a permanent placement—reunification with a biological parent, adoption, or transition to independent.

Independent Living

The Semi-Independent Living program ensures youth in Prince George’s County, MD make a successful transition from foster care or juvenile justice. PLC runs a scattered site, semi-independent living program for young adults, 18-21 years old, who have been referred and assessed by the Maryland Department of Human Resources and Department of Social Services.

The program provides a high level of support for youth and their families so that they gain the life skills needed to become independent, capable and productive citizens. Our program is housed in residential communities that are within close proximity to public transportation throughout the county. Residences consist of 1-bedroom and 2-bedroom apartments. Supervision, monitoring and staff support are provided at all residence programs 24 hours a day, seven days per week.

POSITION RESPONSIBILITIES

  • Establish and maintain an effective working relationship with internal staff, placing agencies and community resources.
  • Provide technical direction, consultation, and supervision for social work staff.
  • Provide training and support to social workers on the following: case note documentation in electronic database (e.g., FamCare, CJAMS, etc.), program’s intervention model, outcomes, and goals
  • Provide supervision to staff that is consistent with COMAR regulations.
  • Conduct case file reviews to ensure documentation is consistent with COMAR standards.
  • Ensure Social Workers are up to date with their CEU's and licensing requirements.
  • Collaborate with the Program Director to develop clinical in-service programs and procedures for safety planning, crisis management, groups, treatment plans, etc.
  • Serve as a liaison between PLC and colleges/universities to identify and supervise interns for the programs.
  • Monitor the flow of information (e.g., diagnosis, releases, forms, treatment plans, etc.) in and out of the agency regarding clients and case records.
  • Be available for emergencies and serve as the point of contact for crisis management of clients and families.
  • Complete the SAFE Study for new foster parents and renewals for existing foster parents.
  • Enter and maintain accurate data into database systems (e.g., FamCare, CJAMS).
  • Other duties as assigned.

QUALIFICATIONS

  • Master’s degree in social work from an accredited college or university.
  • MD Board-approved supervisor with a LCSW-C licensure.
  • Three (3) years of experience in providing services to at-risk children, youth, and abused and neglected youth.
  • One (1) or more years of administrative and supervisory experience.
  • Demonstrated ability in conflict resolution, training staff, critical thinking, and problem solving.
  • Effective assessment, planning, organization, and time management skills.
  • Experience successfully interacting with diverse staff and external stakeholders.
  • Ability to work a flexible schedule to accommodate participants needs.
  • Knowledge of current child welfare practices and COMAR regulations.
  • Demonstrated ability and enthusiasm for working collaboratively.
  • Evidence of effective verbal and written communication skills.
  • Valid driver’s license, access to a vehicle, and the ability to travel in the Washington Metropolitan area.
  • Demonstrated skills in utilizing Microsoft Office Suite and databases.
  • Certified in CPR/First Aid.
  • Certificate in NTU Service Delivery Model within one (1) year of hire.

PHYSICAL DEMANDS

  • Must be able to remain in a stationary position 50% of the time.
  • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery (i.e., a calculator, copy machine, mobile device and computer printer); Manual dexterity needed for using a mobile device, calculator and computer keyboard.
  • Must be able to position self to stoop, kneel, crouch, or crawl.
  • Must have ability to navigate stairwells.
  • Ability to face a significant amount of emotional stress which can cause related physical stress.
  • The person in this position frequently communicates with employees/customers/clients and must be able to exchange accurate information by perceiving the nature of sound, near and far vision, depth perception, providing oral and written information.
  • Frequently move files weighing up to 20 pounds throughout the office space.
  • Must be able to participate in fire drills or other drills during an emergency.
  • Must be available on call and often respond to situations during off hours which can disrupt normal sleep patterns and cause fatigue.
  • Must also be able to protect clients from themselves in physically confrontational situations.
  • Must be able to face a significant amount of emotional stress which can cause related physical stress on muscles as well as other physical symptoms such as headaches and fatigue.
  • In cases of child relocation, the incumbent may be required to assist the child by carrying belongings and must often lift, carry and/or comfort small children.

WORK ENVIRONMENT

  • Normal office environment but also may travel locally to visit clients within their homes, meet with service providers, and/or attend meetings: schools, hospitals, mental health clinics, private practices, prisons, corporations, and numerous public and private agencies.
  • Working Hours - Non-traditional hours as defined by program and participant needs.
