Institute a document control section, actually write down policies and procedures instead of making everything an exception and having to run anything out of the ordinary up the flagpole chain of management. Change the documentation approval person to someone who is a paralegal if the lawyers won't give comprehensive guidance on what is and isn't acceptable for an official notarized bidding contract.
