"I was tired of the blame game and culture of fear and intimidation under the previous CEO, and I had high hopes for improvement when the previous CEO announced her retirement. Unfortunately, the record of the new CEO at his previous health plan in Orange County is cause for alarm and despair. According to public records and employee reviews: - He mishandled the public agency’s response to the enormous homeless problem in Orange County, majority of the 435 homeless individuals who died in 2018 and 2019 were eligible for MediCal. It took a Federal Judge to intervene and make CalOptima take the first tentative steps to address the crisis. Apathy and outright contempt for the poor & homeless was evident at every step of the crisis. This individual has no place in any public agency. - Appointed an incompetent crony as COO, who proceeded to run a regime of intimidation and open hostility to employees. The HR Executive Director who tried to stand-up for the rights of employees was pushed out using underhand tactics and coercion from the legal department. HR has a revolving door and was directly managed by the COO acting as an “enforcer” to keep employees in check. - Most of the seasoned employees and executives left CalOptima, political hacks led by the COO ran the health plan while the CEO was busy playing games to manipulate the Board of Directors and covering up various failures at every board meeting. All board materials were carefully screened to ensure that all unfavorable information was carefully covered up. This was a fulltime job for the leadership team In the midst of a global pandemic and unprecedented 32% unemployment rate, HPSJ needs a champion for the community who has the back of his employees. Instead, we now have a new CEO whose record promises terror to HPSJ employees and untold misery to our 335,000 members who deserve a compassionate leader at the public agency serving their healthcare needs. Employees represented by SEIU Local 1021 should be on guard"
"Have worked at Health Plan of San Joaquin for two and a half years. Took job because of belief in what I thought mission was and decent pay. Soon found a toxic work environment. Reputation in community isn't good. Organization is terribly run as a business. If a for-profit health plan was run like this, would be out of business. Highly unlikely to improve with current CEO in charge."
