"SAO states that it needs to develop an EE department but will not seriously advance a program, commitment or tools to accomplish this. Budgets are managed poorly and people are sometimes sent home for lack of being able to pay them. Outsourcing of EE projects are the trend. I have worked here for over a year as contract with a stated up front commitment to transition to permanent yet, contract workers are more the norm here."
