"Negative, borderline depressed employees. Employees do just enough to get by. Advancement is slow, so incentive for performance is minimal. It seemed you could do nothing for years and not get fired."

"Focus more on results oriented performance, and have a more rigorous screening process for managers. Personality is just as important as past achievements."
