"I work in the Agency's OI&T Dept. and the total lack of professional training and capability of the average IT staff member is appalling. Rather than foster training of the staff all work is completed to the capabilities of the lowest common denominator. Many industry standard practices are simply not implemented because they are identified as to advance for the average IT staff member to understand yet allow support. Several first line supervisors are not even familiar with the OSI model or how it relates to the job functions of the staff they manage."
