"This is the "Silicon Valley" couty. It is a highly unionized workplace which treats the full-time employees fairly, but does not value contract labor. Contractors may "disappear" on whim. The decision-making processes are slow, the internal beaurocracy, espcaially aroung Procurement, is horrendous and wasteful of the taxpayers money - all in fear of the county getting sueued for unfair treatment of the vendors."
